BD-F12 is a polypropylene-bodied lockout device used to hold handwheel-operated gate valves in the closed position. It is sized for valves in the 64–127 mm range; when placed over the wheel, it cuts off access for turning and prevents uncontrolled release of the fluid in the line.

The polypropylene construction provides a body that withstands the conditions commonly found in industrial plants. Applied together with a safety padlock and warning tag, the device shows who isolated the valve and for which job, and completes the valve isolation step of the LOTO procedure.
